Javed Saifullah Khan, chairman of Pakistani conglomerate Saif Group, has a dilemma: to drill or not to drill. His Saif Energy has rights to four exploration areas in the nation’s seemingly rich oil and gas basin. The hiccup is that the most promising blocks are deep in Taliban territory in the North West Frontier Province (NWFP).
Natural gas meets nearly half of Pakistan’s energy needs (oil takes care of 30%). The country has discovered gas reserves of a respectable 30 trillion cubic feet, enough to keep it going for 20 years, as well as remaining discovered oil reserves of a minuscule 313 million barrels. This Saif project is mainly for gas.

A select delegation of leading private sector chief executives has been invited by the Embassy of the United States of America and the Board of Investment – Government of Pakistan to visit the United States of America from April 22 to 24.
The members of this delegation which includes Mr. Javed Saifullah Khan (Sitara I Imtiaz) – Chairman Saif Group and other corporate leaders have been designated as Pakistan Business Ambassadors to the United States.
In New York the delegation will be hosted by the Business Council for International Understanding (BCIU) and in Washington, DC the group will meet with officials from the US Department of Commerce, US EximBank, and the Overseas Private Investment Corporation (OPIC). The delegation will also meet with members of the United States House of Representatives and the United States Senate.
The delegation aims to act as a stimulus for the investment opportunities in Pakistan and to enhance trade and commercial ties between Pakistan and the United States.

The MTC delegation was assured of GAFI’s understanding of the effect of these changes on all free zone enterprises and that GAFI would be taking up the issue with the Ministry of Commerce.

Member of the Board of Directors of the Mediterranean Textile Company (SAE) Senator Salim Saifullah Khan met with Mr. Adil Labib, the Governor of Alexandria.
Governor Labib welcomed the substantial investment by the Saif Group in MTC and the economic and technical benefits accruing to the Alexandria area from the operations of MTC.
During the meeting other Saif Group projects in Pakistan were also discussed, notably the landmark Lahore Compost (Private) Limited. Governor Labib showed a keen interest in learning more about the concept and operations of Lahore Compost and other projects with potential application for the Alexandria region.

A validation team from the Carbon Finance Unit (CFU) of the International Finance Corporation and the SGS Climate Change Program for GHG emissions verification visited the Lahore Compost (LCL) processing facility.
The team was led by Mr. Mihaly Kopanyi of the World Bank and included Ms. Saima Qadir of the IFC (Carbon Finance Unit) and Mr. Mehboob Ali from SGS. This visit was a key step in the verification process for the Carbon Emission Reductions (CERs) program.
The team validated the Green House Gas (GHG) emissions of LCL and the documentation is under process for the verification stage of the program.

The first project secured by Motorola Inc, with Saif Group as the Third Party Sales Representative is to provide the Ministry of Interior – Government of Pakistan with a complete terrestrial radio trunking network infrastructure.
A modern secure communications network is an essential component of a successful command, control, communications and intelligence network.
This network will modernize the national police communications system and deploy state of the art technology to increase the mission effectiveness of the federal and provincial police forces.
This system will improve information sharing between the system users, enhancing the quality of information and collaboration thereby increasing shared situational awareness and speed of command.
In the first phase this will comprise of 21 Base Transceiver Stations, 2 Master Switching Offices and 8,500 Hand Terminals. This network will cover the Federal Capital of Islamabad and the five major metropolitan cities of Karachi, Lahore, Rawalpindi, Peshawar and Quetta.
After the successful completion of Phase 1 of this tender, the communications network will be extended to all other urban areas of Pakistan.

Mr. Anwar Saifullah Khan also extended an invitation to the Honorable Minister to inaugurate the commercial operations of Mediterranean Textile Company SAE in early 2009.

Lahore Compost (Private) Limited has appointed the Carbon Finance Unit of the International Finance Corporation (IFC) as its designated purchaser of Certified Emissions Reductions (CERs).
Under this agreement, the IFC will assist Lahore Compost during the validation and verification process within the Clean Development Mechanism (CDM) of the Kyoto Protocol of the United Nations Framework Convention on Climate Change (UNFCCC). The Carbon Finance Unit of the IFC will help Lahore Compost with carbon market access and realize the best possible value for carbon credits.
Carbon dioxide and other greenhouse gas emissions are considered to be the leading cause of global climate change. They have become a liability, but the Clean Development Mechanism has established Certified Emissions Reductions as an asset that can be traded in global commodity markets.
Lahore Compost will reduce emissions by preventing the generation of methane emission from biodegradable wastes, processing the organic component of municipal solid waste into compost and improving cultivated land by using compost as a natural soil conditioner. LCL follows standard operation procedures for an aerobic windrow type technology and the plant operations have been technically sustainable and in compliance with the Pakistan national environmental quality standards.
Lahore Compost (Private) Ltd will contribute to sustainable development of the cities by providing an exemplary model for substantially reducing waste disposed off in landfills; reducing environmental and health hazard and green-house gas emissions by applying a very simple aerobic windrow type composting technology; recycling valuable materials; providing compost for agriculture; providing employment opportunities eventually for about 100 mostly unskilled people; and supporting the private sector involvement in the municipal services.
Enhanced awareness among the farming community about the benefits of organic manure and among the urban community about better management of garbage are key expected outcomes. Successful implementation will not only help the City District Government of Lahore in the waste management issues; but will also provide a sustainable and replicable solid waste management model for other cities across Pakistan.

During a glittering ceremony held at the Aiwan I Sadr on the occasion of Pakistan Day, President Pervez Musharaf conferred the prestigious Hilal I Imtiaz civilian award upon Kulsum Saifullah Khan, Chairperson – Saifullah Foundation for Sustainable Development and the former Chairperson of the Saif Group for her meritorious and distinguished services to Pakistan in a career spanning the corporate, social and political spectrum.
An active worker and participant in the Pakistan Independence Movement and a Founding Member of the All Pakistan Women’s Association (APWA) since 1947, Kulsum Saifullah Khan served as an Advisor to the Founder of APWA Begum Raana Liaquat Ali Khan till 1951. She also served as the NWFP President of APWA from 1962 – 76.
A founder member of the Sarhad Handicapped Children’s Association, Kulsum Saifullah Khan has also served as the NWFP President of the Craft Council and as a Member of the National Council for Population Planning.
>From 1964 till 1990, Kulsum Saifullah Khan served as the Chairperson – Saif Group of Companies and was a Founder Member of the Women’s Chamber of Commerce & Industry (WCCI), a Founder Member of the Pakistan Association of Women Entrepreneurs and the NWFP President of the Pakistan Federation of Business and Professional Women’s Association.
Kulsum Saifullah Khan has also represented Pakistan as a Delegate at the Annual Session of the United Nations General Assembly, the United Nations International Council on Population and at the World Conference to Review & Appraise the Achievements of the United Nations Decade for Women: Equality, Development & Peace.

The Cricket team of the Textile Division of the Saif Group emerged victorious in the Saif Energy Cup for the second consecutive year.
The Textiles team won the trophy after defeating the Saif Energy team in the finals of a limited-over cricket tournament held in Islamabad today.
The Captain of Textile Division team, Mr. Muhammad Amjad, Manager Procurement of Saif Textiles received the trophy on behalf of his victorious team, while his counterpart Mr. Muhammad Tayyab, Senior Executive Finance Saif Energy received the runners-up prize.
A large number of employees of Saif Group from Islamabad, Lahore and Gadoon Amazai watched the matches and enthusiastically supported their respective teams.

The Government of Pakistan today on Monday, 30th April, 2007, granted an Exploration Licence over Block No. 2769-12 (Khetwaro) to Saif Energy Ltd. Simultaneously, Petroleum Concession Agreement was also executed between the Saif Energy Limited and the Government.
In Khetwaro Block, Saif Energy Ltd intends to make an investment of over US$ 15.00 million to undertake 100 line kilometers of 2D seismic survey and drilling of three exploratory wells during the initial term of three years of Phase-I.
The Exploration Licence and Petroleum Concession Agreement were signed by Mr. Ahmad Waqar, Secretary Petroleum and Natural Resources on behalf of the President Islamic Republic of Pakistan, Mr. Naeem Malik, Director General Petroleum Concessions and Mr. Jehangir Saifullah Khan Director and Chief Operating Officer of Saif Energy Ltd. The Saif Power Ltd (SPL) has signed its power purchase agreement (PPA) with NTDC, for its 225 mw power project to be located at Sahiwal. The PPA document was signed and exchanged between SPL Director Omar Saifullah Khan, and Rana Muhammad Amjad, General Manager, WPO in the presence of other senior officials.
Earlier, in January this year, the gas supply agreement (GSA) was signed between the SPL and the SNGPL, while the implementation agreement had already been initiated with the PPIB. The signing of the PPA concludes the package of agreements ie, IA, PPA and GSA, as per requirements of the 2002 power policy, after which the company will proceed with its financial closure and thereafter the construction of the power complex.
Targeted to start its commercial operations in 2009, the power plant is estimated to be established at a cost of $200 million. The power plant is based on combined cycle/gas turbine technology, and capable of operating on dual fuel, it will use gas as the primary fuel. |

Sui Northern Gas Pipeline Company Limited (SNGPL) and Saif Power Limited signed a Gas Supply Agreement (GSA) today for supply of 38 MMCFD gas to 225MW combined cycle thermal power project located in Sahiwal district. Mr. Rashid Lone, Managing Director, SNGPL and Mr. Javed Saifullah Khan, Chairman Saif Group signed the agreement on behalf of their respective companies. SaifPower is a local power company owned by the Saif Group, a leading industrial and services conglomerate. Power Purchase Agreement and Implementation Agreement have already been initialed and the project is expected to start commercial operations in early 2009. Speaking on the occasion, Mr. Javed Saifullah Khan said that the project is in line with the government’s policies to meet the energy requirements for industrialization and maintaining steady economic growth in the country.

January 09, 2007 – Chairman CDA Kamran Lashari and Chairman Capital Compost (Pvt) Ltd. and former Federal Minister Mr. Anwar Saifullah Khan signed Agreement to set up and operate 1st Compost Organic soil conditioner Plant in Islamabad . Land for the project shall be rented out to the company for a period of 20 years extendable for two terms of same period.
The project site shall be located near village Kuri (adjacent to proposed landfill site of C.D.A) and the Company will import brand new compost plant from Europe for the project. The project shall be completed within 12 months from the date of taking over the possession of land with an approximately cost of Rs 200 million. The project will deal with the Municipal Solid Waste Management and will create employment opportunities for the people.

The Government of Pakistan on Friday, July 15, 2005 granted a petroleum exploration license to Saif Energy Limited over Block 3271-2 (Dhermund) covering an area of 2412.23 square kilometers. Saif Energy Limited is 100 per cent owned by Saif Group. Dhermund Block falls in districts Mianwali, Chakwal and Khushab of Punjab province. A minimum firm investment of $0.9 million and contingent investment of $4 million will be made in the block. During phase-I of the initial term of the license, Saif Energy shall carry out G&G studies, data purchase, processing of vintage seismic data, acquisition and processing of 125 line km 2 D seismic, integration of geological and geophysical evaluation, prospect generation in the first two years and an optional exploration well up to a depth of 2500 meters of Eocene Carbonate objective in the third year. Mr. Amanullah Khan Jadoon, Federal Minister for Petroleum and Natural Resources and Mr. Anwar Saifullah Khan, Co-Chairman Saif Group witnessed the ceremony of the grant of exploration license.
